Summary Statement The Nursing Director provides executive-level clinical and operational leadership for public health nursing services within the Delaware Division of Public Health. This role oversees nursing practice standards, clinical quality, workforce development, and regulatory compliance across multiple programs. The Director partners with executive leadership, section leadership, medical leadership, and external stakeholders to ensure evidence-based, patient- and community-centered care. This position advances population health outcomes through strong clinical governance, staff development, performance improvement, and alignment with state and federal requirements. The Director will also provide direct care and serve as the HIPAA compliance officer for the division. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. • Provides or evaluates direct nursing care. • Develops, implements and/or reviews nursing care plans. • Provides health care instruction and guidance to individuals, families, community groups and/or nursing home facilities in the management of their health care needs. • Maintains an effective working relationship with other members of the treatment team. • Prepares and submits records, reports, evaluations and forms. • Participates in and make recommendations regarding quality assurance activities. Job Requirements JOB REQUIREMENTS for Nursing Director - Public Health Nursing Applicants must have education, training and/or experience demonstrating competence in each of the following areas: • Possession of a Master's degree or higher from a National League of Nursing (NLN) accredited college or university and at least one year of experience in public health nursing. • Possession of a Delaware Registered Nurse license OR multi-state compact license. • Six months' experience in budget development which includes developing a budget, analyzing financial data and making long- and short-range plans and projections. • Six months' experience in developing policies and procedures. • Six months' experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
