JOB DUTIES: This position is regional and is located in the Quality department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. The HHSC Kaua’i Region encompasses Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both designated as critical access hospitals (CAH), as well as the Kaua’i Region Clinics and its affiliated entities.
The Quality department administers the quality assurance, risk management, utilization review, and infection control programs; monitors and evaluates the quality and appropriateness of patient care and initiates improvements to the care; identifies, evaluates, and addresses potential and actual risks to patients and staff; ensures effective and efficient utilization of hospital facilities and services through admission and continues stay reviews; conducts the program of surveillance, prevention and control of diseases within the hospital environment.
The Registered Professional Nurse (RPN) VI (Regional Director of Quality & Regulatory Integrity) oversees all Quality Assurance and Performance Improvement, Risk Management, and patient safety activities, including Employee Health, Infection Prevention, Case Management, Social Services, Utilization Review, Meaningful Use, Promoting Interoperability, and Compliance operations. The RDQRI utilizes expertise to lead Quality Assurance Performance Improvement (QAPI) Management operations, planning, coordinating, and evaluating compliance with standards from The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), U.S. Food and Drug Administration (FDA), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Centers for Disease Control and Prevention (CDC), and the Hawai’i Department of Health (DOH). The RDQRI serves as the organizational lead for CMS certification, TJC accreditation, and DOH licensure survey activities, in addition to acting as the Compliance Officer for the HHSC Kaua'i Region. This role ensures compliance with government laws and regulations, identifies potential risks, implements policies and procedures, and monitors adherence to those policies. The RDQRI collaborates with the Medical Records, or Health Information Management (HIM), department to ensure proper documentation practices. Responsibilities also include training employees, addressing HIPAA complaints, fostering a culture of compliance within the region and performing any other duties as assigned.
This position may require extended hours, including weekends and holidays, and travel to various facilities as needed.
This position reports directly to the Regional Chief Quality & Compliance Officer (RCQCO), position number 109565, or their designee.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated, the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
BASIC EDUCATION/EXPERIENCE REQUIREMENTS: Graduation from an accredited school of nursing. Master of Science in Nursing (MSN) degree preferred.
EXPERIENCE REQUIRED: Two (2) years of nursing experience required, preferably in acute care units (ex, Medical/Surgical, Pediatric, Obstetrical/Gynecological, Emergency, Cardiac/Intensive Care, etc.).
SUPERVISORY EXPERIENCE: Six (6) months of supervisory experience required. Professional nursing experience which includes: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing employees.
CERTIFICATIONS: Current certifications issued by the American Heart Association (AHA) in Basic Life Support (BLS) for Healthcare Workers, Advanced Cardiovascular Life Support (ACLS), and Pediatric Advanced Life Support (PALS) are required upon hire. Certified Professional in Healthcare Quality (CPHQ) or Certified Healthcare Quality Professional (CHQP) certifications must be obtained within eighteen (18) months of hire.
LICENSURE: License to practice as a professional nurse in the State of Hawai'i. For certain positions, possession of a motor vehicle operator’s license is required.
SUBSTITUTIONS ALLOWED: Possession of a master’s degree from an accredited college or university school of nursing may be substituted for one (1) year of nursing experience.

• Additional Skills Preferred: Excellent communication, analytical, leadership skills, and interpersonal abilities; demonstrated ability to lead interdisciplinary teams and manage multiple improvement initiatives simultaneously; proven success in developing, implementing, and sustaining quality and patient safety programs in an acute care hospital setting; proven leadership and project management skills; strong knowledge of regulatory requirements (CMS, TJC, DOH).
